A girl in the park

When I strolled through Dnipro's Park of Heroes looking for some Soviet rockets, an elegantly dressed girl overtook me. I grabbed my camera and took this snapshot.
It's just a snapshot (later reduced to an 8 colour greyscale), but I find there is something special about it.
Isn't it?
