The Jake leg blues. In the days of bootleg alchohol, Negro inhabitants were so poor they had to make their booze from firelighters. This caused paralysis and a wobbling of the legs (a bit like Elvis Presley). Despite the ban on alchohol being lifted elsewhere, in the delta region prohibition stayed in place, probably as an experiment in social engineering. The black populace became entitled to social benefits upon winning the vote and this would have reduced their numbers considerably.
