Probably the difference in background and frame color (should be the same) stems from the fact that different browsers handle color management in different ways. In order to get the same color of frame and background both of them need to be color managed. In Firefox (Firefox 3.6 and later) this can be achieved by configuring "full color management" - as explained in https://developer.mozilla.org/En/ICC_color_correction_in_Firefox . In short: you need to set the gfx.color_management.mode property to 1. For other browsers I do not know. Unfortunately this is the current state of color management on the web...
