The lights and the buildings make a dramatic scene.I think the black area at the bottom should be cropped because it doesn't add anything to the image and becomes a distraction because of this. I would also crop off some of the top.
Also, the buildings on the right are leaning.
If this had been shot a bit earlier in the evening so that the sky still had some blue in it, I think this would benefit the image.
